Potential should not be invisible.

Career development often lives in scattered conversations, private notes, and good intentions. The CDP creates one clear place where employees can define their direction, supervisors can support progress, and command staff can understand organizational readiness.

Built for law enforcement agencies and fire departments, The CDP gives career development a place in everyday operations. Whether someone wants to become an investigator, develop as a firefighter, mentor a new colleague, or prepare for command, their goals deserve a clear plan and consistent support.

01

Employee-owned

People retain control of their own career direction, goals, and professional story.

02

Supervisor-supported

Supervisors gain a practical structure for coaching, follow-through, and meaningful conversations.

03

Command-informed

Leaders see the patterns behind the roster without taking ownership away from employees.

From individual ambition to organizational readiness.

The CDP connects the daily work of development to the long-term health of the agency.

01

Career plans that stay active

Give employees a clear and consistent way to take ownership of their professional growth.

02

Mentorship with substance

Make mentorship more intentional, consistent, and connected to meaningful development.

03

Succession readiness

Understand where leadership capacity is growing and where greater attention may be needed.

04

Organizational intelligence

Turn fragmented development activity into a clearer view of organizational health.

Simple enough for one team. Structured enough for a major agency.

The CDP supports law enforcement agencies and fire departments of different sizes and structures. From a patrol team or engine company to command staff, it helps people connect their career goals with the needs of the department. Firefighters can plan for specialty assignments, instructor roles, company officer responsibilities, and future command positions.

Matt O’Connor, founder of The CDP
FOUNDER · LAW ENFORCEMENT LEADER · ORGANIZATIONAL DEVELOPMENT PRACTITIONER

Career development shaped by leadership and a shared mission.

Nearly 20 years in Bay Area law enforcement has shown Matt O’Connor that careers rarely advance through talent alone. People need honest feedback, meaningful opportunities, trusted mentors, and supervisors who take development seriously.

Matt has served as a Watch Commander, SWAT Assistant Commander, Sniper Commander, and instructor responsible for preparing frontline supervisors and public safety professionals. Each assignment reinforced the same lesson. Agencies are stronger when employees understand what is expected, know where they are headed, and have leaders who help them get there.

His experience in unified command and close partnership with fire department personnel during critical incidents has also shaped how he sees public safety. Police and fire bring different skills and responsibilities to a scene, but they share the same mission: protect people and bring everyone home safely. That work depends on trust, communication, and an understanding of what each team needs from the other.

For Matt, that partnership should extend beyond the incident. When one department develops stronger leaders, better mentors, and more capable personnel, its partners and the community benefit too. A rising tide lifts all boats. He built The CDP with that belief in mind: investing in people strengthens the whole public safety team.

Matt created The CDP after seeing how easily career goals, mentorship conversations, and succession planning can become scattered or forgotten. The platform gives employees a place to take ownership of their goals. It gives supervisors a consistent way to coach. It also gives command staff a clearer picture of the people and experience already within the organization.

He holds a bachelor’s degree in criminology and a master’s degree in organizational leadership from the University of Oklahoma, along with multiple certifications and instructor ratings recognized by California POST.
